Certificate of Need (CON) Public Hearing - Tuesday, January 14, 2025

Novant Health Hilton Head Medical Center d/b/a Novant Health Bluffton Medical Center (“Novant”) applied for a Certificate of Need (CON) for the construction for the establishment of a new 50 acute care bed hospital with associated services of 196,500 sf by transfer of 33 acute care beds and the addition of 17 acute care beds at a total project cost of $320,049,946.79 (“the Project”).  By publication in the November 22, 2024, State Register, the CON application for Novant’s Project was deemed complete and the review cycle began.  On November 25, 2024, Beaufort County Memorial Hospital d/b/a Beaufort Memorial Hospital (“BMH”) and South of Broad Healthcare (“SOBH”) requested in writing a public hearing concerning Novant’s CON application for the Project.

The public hearing will be held from 10:00 AM to 12:00 noon on Tuesday, January 14, 2025, at the Bluffton branch of the Beaufort County Library, located at 120 Palmetto Way, Bluffton, S.C. 29910.

A court reporter will be present to transcribe the hearing. It is recommended, but not required, that any person wishing to make a comment please bring a written version of the comment to the court reporter.

Schedule for Review of the CON Application

Since a public hearing is requested concerning Novant’s CON application for the Project, the Department must render its decision no later than one hundred twenty (120) calendar days from November 22, 2024, the date affected persons were notified Novant’s CON application was deemed complete. One hundred twenty (120) calendar days from November 22, 2024, is Saturday, March 22, 2025.  Accordingly, the Department’s deadline for rendering a decision is Monday, March 24, 2025.
