On July 1, 2024, the South Carolina Department of Health and Environmental Control (DHEC) became two separate agencies — the South Carolina Department of Environmental Services (SCDES) and the South Carolina Department of Public Health (DPH). DHEC produced the plans and reports below, and these are provided for historical purposes. DPH will produce and make available similar plans in the future.
- 117.83 (GP: Bank Account Transparency and Accountability) - Each state agency, except state institutions of higher learning, which has composite reservoir bank accounts or any other accounts containing public funds which are not included in the Comptroller General's South Carolina Enterprise Information System shall prepare a report for each account disclosing every transaction of the account in the prior fiscal year.
- Act 2 (FY22) COVID-19 Vaccine Reserve Account Provider Accounting Documentation
- Accountability Reports - All state agencies are required to submit this annual report to the governor and state legislature. It highlights agency accomplishments, goals, challenges, and key organizational details. It also answers questions on leadership, strategy, customer service, processes, workforce, use of information, and results, all part of a quality improvement process called the Malcolm Baldridge Criteria for Performance Excellence.
- DHEC’s 2022-2024 Bridge Strategic Plan - This plan mapped our agency’s strategic path forward for fulfilling its mission of promoting and protecting the health of the public and the environment in the post-COVID-19 pandemic era.
- Fines and Fees - These documents show the amount of money DHEC collected in fees and fines during the most recent fiscal year (July 1-June 30), why the money was collected, where it went, and which laws authorized the collection, transfer, and use of the funds.
- Legislative Oversight Committee - In 2015, the S.C. House Legislative Oversight Committee (LOC) selected DHEC and four other state agencies for one of its routine studies. The Committee researched a wide variety of DHEC's processes and operations to help identify areas where the agency was excelling and those where we needed to continue to improve.
- Special Appropriations - On July 1, 2022, Governor Henry McMaster issued Executive Order 2022-19, which directs state agencies to disclose online detailed information about the entities who are receiving appropriations from the FY 2022-23 General Appropriations Act. The governor’s executive order also requires compliance with FY 2022-23 state budget Proviso 117.21, which requires agencies to disclose how the taxpayer funds are spent, prohibits the practice of providing funds in advance to legislators for personal delivery, and requires additional measures designed to increase transparency and accountability.
