As Data Modernization Initiative Director, Emika Aroh, PhD, MB (ASCP) leads DPH’s Office of Data Governance and Modernization. He has worked with the agency for over two years, and during that time his team has maintained a steadfast focus on streamlining and modernizing data for the optimization of public health in South Carolina.
Can you tell us a little about what you do at DPH and why your position is rewarding?
I work within the Health Strategy and External Affairs division. Our team focuses on optimizing, improving and modernizing data processes and systems. Public health — and the world — depends heavily on reliable data. Decisions, priorities and public health responses rely on accurate, timely insights.
Our role is to ensure DPH has access to the right data, and that the data is sent to the right people, right away when they need it. We're a catalyst working with many experts within the agency, in the program areas and with IT; and also like a catalyst, we can’t do anything on our own. Instead we connect with others, remove barriers to collaboration, and make it easier for DPH to help itself. This involves creating policies, improving processes and building tools like dashboards, often in collaboration with partners at the state and national levels. It's a dynamic environment to work in — one day we're discussing procurement with IT and another we're tackling process improvements or policy development.
What makes this role so rewarding is the variety and challenges. Every day is different, and we’re constantly engaging with new ideas, technologies and people. It’s inspiring to know our work directly impacts the department's ability to make informed decisions and improve public health outcomes.
What originally attracted you to work at DPH?
DPH’s vision and core values to improve public health resonated deeply with me. I wanted to contribute to an organization committed to moving the needle in meaningful ways for our communities and neighborhoods. The opportunity to work alongside like-minded, passionate individuals who prioritize service over profit was a significant draw. It's an environment where passionate professionals can make a lasting impact on the organization and South Carolina as a whole; meeting these persons in the course of working at DPH inspires me to continually strive to be a better version of myself.
What do you value most about working at DPH, and what has made you stay here?
The people, without a doubt. I’ve encountered incredibly talented individuals who are deeply committed to making a difference. They’re not here for financial gain — they’re here to bring our agency’s vision to life. Working with such dedicated colleagues pushes me to elevate my efforts and reinforces my commitment to DPH.
Additionally, our agency’s leadership has set a high bar, aiming to make South Carolina the healthiest state in the nation. This ambitious goal creates a sense of shared purpose and urgency, requiring every team to work together toward this common objective. I want to be part of that journey and contribute to making measurable, lasting impact to the health of everyone in South Carolina.
What are some “selling points” for the agency you’d share with applicants that you didn’t know about when you first applied?
DPH offers surprisingly progressive HR policies that support work-life balance, including alternative work schedules and telecommuting options. Even employees who aren’t eligible for remote work can often choose a primary location closer to home, which is a game-changer.
Another significant benefit is the career progression opportunities within pay bands. At DPH, you don’t have to wait for someone to retire to advance. There’s a structured pathway that allows employees to grow and meet financial goals without constantly seeking promotions or switching roles. This in-band career path ensures staff can thrive while staying in positions they love, reducing turnover and maintaining institutional knowledge.
These policies highlight DPH’s people-first approach. It’s not just about serving the public — it’s about taking care of employees so they can do their best work.
